My goveror is not working

Big Earl I have a 135 ferguson (three cylender perkins engine)It runs great but I have no govenor. I can load the engine and the govenor never kicks in. We can be going down hill and the RPM will go up sharply.We tryed adjusted the linkage to the carbarator.
Please advise!

Geoff Gane Earl if you have a 135 with a Perkins diesel engine you ain't got a carburettor...if the engine rpm is not controllable going downhill then your diesel fuel pump needs attentoin.....Best regards...Geoff
