TO 35 Throttle does not hold

Dave My throttle does not hold rpms, it lowers itself to idle. I have to hold the throttle lever with one hand while I mow. I put in a cork washer, but that had no effect. Is there a trick to adjusting the linkage? I messed around with the spring by the cork washer by compressing it as much as I could, but that didn't do anything either.
L Lewis I am having the same problem on my TO 35. I see the Governor Compensating spring is loose when I speed the tractor up, I think this should be stretched to help hold the governor open. I am trying to locate information on the spring, but am not having much luck.
max Mine did that and I took the linkage apart and cleaned it and it has worked ever since
