1979 40B loader steerng problem

Terry Denova Steering on loader quit working when turning to the right. Had experienced this problem before and rebuilding cylinders corrected. After rebuilding cylinders this time I have no steering. Won't turn either way, wheels don't move. I feel resistance in steering wheel but it just turns freely in both directions. Steering pump appears to be working. Thinking either rebiuld on cylinders is bad (still bypassing) or pump output is not enough. I checked filter screen and its clear. What should pump output pressure be and where should I check it? The small hole in cylinder sleeves are installed on opposite ends of the cylinders (I think this is correct) Any suggestions? Thanks in advance.
