Height problems with Sabre Snowblade

Kent I have a sabre snowblade on my sabre mower. I am having problems with it getting down close enough to the pavement when clearing snow. It is not the adjustment on the blade itself. The 2 cleats are adjusted fine. Sometimes the blade and cleats are riding above the pavement. This happens even on level pavement. I have pushed the mower height adjustment all the way down and it still is slightly above the pavement. Any ideas on how to correct this? Thanks
