JD4410 Tachometer stays at 2000 RPM

JD4410 Tachometer stays at 2000 RPM

Barry Just bought a JD4410 e-hydro with low hours and noticed that when the engine is on, the Tachometer reads 2000 RPM's and will not move from there up or down when the hand throttle is moved up or down. The engine RPM's are responsive to the hand throttle but the tachometer stays at 2000 RPM's and only goes down to zero when the engine is turned off. Any help in diagnosing this problem would be appreciated.
chance check the cable that goes to the injection pump (i think?) make sure the end isnt stripped up or debris stuck in it
