Hello Rick, welcome to the SSB tractor forum.
Does the tractor have a vertical exhaust, and if so was it covered during the 10-15 year idle period? Check that the engine is free to turn over / not frozen.
A clutch left sitting for such a long period is sure to be stuck.
Do you know why the tractor was left sitting for such a long period? Probably a fuel supply problem.
This tractor can quickly become a money pit.
