Hi James, welcome to the SSB Tractor Forum.
You don't mention which tractor you have, but on my Ford 3600 there is a flow control valve just above my left heel that adjusts from fast to slow. The purpose of this valve is to control the rate of descent for lift, especially with heavy implements attached. On my tractor, it also affects the lift (raise) speed. Try adjusting it to the "fast" position.
Also, you may have a blockage in this valve (orifice).
