Have you established if the throttle linkage is all intact and there is no return spring missing or broken,see that the linkage is moving the throttle lever on the pump from the high idle adjusting bolt to the low idle adjuster,not knowing if your 400 is a crawler or a wheel tractor,some had a hand and foot throttle others a hand throttle only,if the linkage is moving the throttle lever on the pump watch it while a second person operates it,the lever could be loose on the shaft and not turning it,if the shaft going into the pump is not turning unless you have the skill you may have to get a mechanic to have a look at it for you.
