White outdoor 38 lawnmower blade failsafe

This is the first season for this new machine.
After sitting a month through the dog days of summer, I find that disengaging the blade lever has to be abusively forced back in order for the mower to start. The guy where I bought it says it's just the spring. The mower won't start when the blade is engaged. I also hear a rattling sound of metal when riding it. Surely I should not have to abuse this machine to use it and it's not easy to see underneath it. Once it goes, it cuts fine and has no other issues. What am I looking at here?
