oliver super 55 hydro question

jim dituro I finish changing fluids, the hydro took 7 quarts of 10w-30 not 9 quarts like it should. the 3-point travels all the way down but won't lift a ripper off the ground. Do I have to bleed air out to the system or is there some other problem?
