starter will not engage to flywheel

james i have had my starter rebuilt to my oliver 1450
and it will not engage to the flywheel
it looks like it hits the spline or teeth.

I spins or turns the start over but won't
turn or start the engine

the question is ,,, is there a special way to install the starter or is there a special gear
that needs to be on the end of the starter for the 1450 oliver
