1968 oliver diesel /oliver 1610 loader

george e schonewetter have 1968 1650 oliver diesel with 1610 oliver loader fluid @ filter changed ,bucket cylinders rebuilt , bucket cylinders will not pick up a 5x6 hay bale ,on 4x5 bale will pick up but wants to leak down ,no problen with loader cylinders holding. could this be a problen with the thermal relief valves . thanks
