while bushogging with my 253 the pto would almost stop in heavy grass.It did not seem to load the motor on the tractor but would just slow and nearly stop the pto.the tractor has independt pto and I had no problem pulling my 530 Hesston roller 2 weeks before.The fluids are full and I have had no problems before

How big is your bush hog? How tall and thick is the grass? Make sure the front of your cutter is a little lower than the back of the cutter. If the blades are dragging grass all the way around, it will pull VERY hard.

Sounds like your pto clutch pack is done. Could be sealing rings or the discs. but if you keep using it with it sliping, you will need discs and plates.
