MF 135 -Break pads oily

Break shoes have oil on them. Why do I have to replace both inner axle seal and outer axle seal. The outer seal appears to protect the bearing which only has bearing grease. The inner seal appears to be the culprit that prevents trans fluid from break shoes

Bill, it's generally good practice to replace outer seals when you have access like this(axles out). The only hurdle really is removing bearings and collars. I carefully drilled and chiseled the collars off then i took both axles to a local back yard engineer, who pushed them off in no time at all and very cheaply. This makes cleaning, inspecting and re greasing the bearings easy. Just about any engineer or garage can press the bearings and heat and fit new collars with ease. In the end it may save you having to remove axles for quite a while because you've done the whole job. Note: If your bearings are cactus and buy new ones you will have to re shim your axles due to differing thickness of bearing inner if applicable. Not a lot of fun that one! So maybe have a look at bearings before you go any further. Hope this has been some help.
