Briggs 407777

Mike Mulbrook Have a mower with a Briggs 407777-0119-E1 engine that had a broken govenor gear. I replace the gear, reassemled it, adjusted the govenor, but it still races. Throttle plate is always wide open regardless of how I move the cable. Do I have a spring hooked up wrong ?

Thanks Much,
Mike
