stihl weedwacker

dom neighbor has a stihl weedwacker wants to know when in idle is the string bobbin supposed to spin before throttle is applied
max dom ,the spool is suppose to not turn.
if you cant idle it down enough to stop turning. it may have a broken clutch spring.i have just seen the springs just slip off the clutch and its no more then putting back on.
