JD 185 difficult to start

DavidRP My JD 185 Hydro is difficult to start when pressing on the clutch/brake pedal. I have to press in and out until the clicking stops and then the mower will start. This my be related, while it is running pressing on the clutch/brake pedal does not fully stop the mower it brings it to a very slow crawl. This mower is 10+ years old. Thanks for any help.....
mark Mine was doing that up until this afternoon when it stopped moving. I got off and got under and discovered a spring hanging from the frame with a broken hook. That's why i googled this forum. Can't get to the JD Parts Dealer 'til the weekend. I am guessing this spring is the key to the situation. Damn is it ever hard to push the 185 while holding the button down and trying to steer!
