L100 Won't Start

My L100 won't start. It doesn't turn over at all. Over the past year (it's 5 years old) I've had to jump start it repeatedly, but I chalked that up to cold winter use (snow plow). I had to jump it to get it to run all summer.

I have checked the battery and connections with a VOM - all 12.X volts (changes 0.4V when lights are on). I've tested the connections up to the engine and they all have power; it simply will not turn to start. No clicking relay, nothing. Jumping it has no effect. I have three theories:

1) Bad relay/coil before the engine
2) Bad generator/starter
3) Seized engine

The engine has oil, and my wife (who mows sometimes) insists she hasn't run it with the choke on.

I've maintained fairly religiously, but now could use some advice. Anyone got a wiring diagram?

If it's the original battery? It may show 12 volts, but there may be no amps behind it to turn it over. The fact that you have had to jump start this for quite a while tells me the battery would be the first thing to check. Get it "Load tested" for free at most auto parts stores, typically the little batteries in these machines only last 2 or 3 years because of their small size and the vibration they are subjected to.
