2040 injection pump

I think I will need my injection pump rebuilt ot at least looked at by someone. We suspect the governor shaft is stuck and allowing way to much fuel to be sent to the injectors. We tried running the tractor so that the governors would operate but it just smothered out and almost died while pulling a load. We had put some ATF in the fuel for lube to see if it the shaft would loosen to confirm or deny our thoughts.
Who/where is a good place to send the pump for going over? what should I have to pay for the service or will I be better off to just buy a replacement and swap out. Thanks for any info that can be provided,

Where do you live? I don't know price today several years ago pump rebuild cost around 450.00 I had a Stanadyne pump.
