LT180 Blades engage and keep running after starting

Mary Ann I had to replace the belt on my 48C deck. When I started the mower the blades engaged immediately. First, why is it doing that, and 2nd, how do I fix it??

My third question--where can I get a relatively inexpensive front cover housing to replace my cracked and messed up housing (if possible)?
