STX 38 Black Deck PTO

Lamar I have a STX38 which has a black deck. The PTO will not disengage to stop the blade. I can disconnect the wiring from the yellow switch and the blade still turns. I disconnected the wires from the PTO itself and the clutch still does not disengage. Any ideal where I need to start.
