John Deere 2210 trouble

tim My 2210 engine will turn over but will not start, pulled fuel line off and cleaned out, changed filter, checked voltage to fuel shut off to injectors.. seems to be ok.think that plunger in the fuel shut off is stuck in in the off position. any suggestions for a fix? (power washed it and problems started slowly)
