clutch not fully engaged or dis-engaged

Jim Coleman 4610 Diesel tractor. I've had a good strong clutch. Did some bush-hogging and the next day---no clutch. I adjusted the clutch rod, and it helped. But, the clutch is not fully disengaging as I can put the PTO in gear without using the clutch. It seems something is hung up. There was no noise while working the tractor.
Any ideas?

todd Jim, I have a 4610 but it is Series 2. Foot clutch is not required for engaging the PTO or disengaging it. Just make sure the RPM's are low when engaging. I have heard that this system isn't quite as fool proof as the old gear driven type, but it has worked pretty well for me. I'm pushing a 7' Rhino mower with mine.
