ford 3000 hydraulics

steve I have a 1976 (?) 3 cyl. diesel Ford 3000 tractor. the lifting lever is frozen and i'm unable to lift the mowing deck. if i use the bypass lever the lift will operate temporarily but drops almost immediately so i know the lift itself works. any help to solvethe frozen lift lever would be appreciated. thanks.
