Ford 3000 carb problems

Jonny Easley I have a 3000 (1966 model?) Ford with a up-draft Holley that was in need of repair. Bought rebuild kit, tore down carb, cleaned and installed kit. Now my tractor runs rough and exhaust smoke is black. Thought it was too rich, leaned out air adjustment, but it did not help. Removed breather tube from the carb inlet and blocked half of the inlet and the engine smoothed up. I can't duplicate these results by closing the choke half-way. Black smoke too rich? Closing off half of the carb inlet too lean? I'm pulling my hair out. Any suggestions?

I have the same problem. I am about to investigate the valve situation.I can't lean the mixture out enough to get rid of the black smoke. I think if Ilit a match at the exhaust pipe, I'd have flames. I'll post my conclusions on the valve inspection.
