PTO not working on Ford 1910

Bob Sykes I have recently purchased a Ford 1910 compact tractor and the Power Take Off does not work. To be more trueful it works all the time and can't be stopped. The lever that operates the PTO moves through its travel with absolutely no resistance. Guidance on what the problem might be and how to fix it would be very much appreciated.
