ford 4000 1970 power steering problem

Randy I have replaced the power steering pump on my diesel ford 4000 1970 model tractor. I still can't steer very well. The fluid has lots of pressure at all connections but the outgoing line vibrates and makes a noise when I try to turn to the left. What could be causing the very hard steering.
