international 785 PTO

steven I am currently rebuilding an IH 785, before i started the PTO was turning constantly even with a machine on it when it was supposed to be turned off. I was told it the PTO clutch pack had worn away so i replaced this, now ive got the tractor going again the PTO is still turning constantly. Can anyone help or think waht might be causing this.
