Int. 464 steering problem

Larry	My front wheels want to turn by themselves sometimes without turning the steering wheel.Not fun when going down the road.I have put new seals and vain springs and vains in steering pump.Any ideas would be appreciated.Steer cylinder maybe?
jim	Directional control of steering is all in the steering hand pump. Did it work before you took it apart or is that why you took it apart. You should be able to tell if valve is shifting in both directions with a dead engine by turning steering wheel back and forth and feeling the action.
LARRY	Yes I did have the problem before I took it apart.The steering wheel is hard to turn of course with dead engine.What action am I looking for?
