Satoh rocker shaft shims

I have an early 70's vintage Satoh Bison S650G. The valves are noisy. When I went to adjust them-they were all right on spec. What I found however was that the rocker arms on all of the exhaust valves were way off center on the valve stems. Looks to me like the problem can be solved by installing shims between the rockers and the mounting brackets to move the rockers over to center. The shaft is 14 mm. Anyone know where to get such shims? Another question-the rocker shafts are secured to the pedestals with head bolts. Can I just remove the bolts, do what I need to do and retorque them? Will this adversely affect the head gasket seal? I would rather put up with a little valve noise than have to replace the head gasket.
