to35 carburator ajustments

serge Itry to ajust the caburator a carter carb.I open or close the screw of gas does not make much difference.when the gas screw is close motor will slow down a bit and run normal slow and normal. if I close the air slowly does not make much difference. Before I clean the carb. it was running much to rich. Can you tel me how to proced to ajust the carburator. tank you
