Ignition trouble shooting

Allan Model 1614/ 14hp Kohler engine/ electric start/ sn#36108 (1975, if think) Does not start with key

* PTO switch= off
* Battery is charged
* replaced ignition & connected terminals:
S= solenoid/ I= coil/ A= blank/ R= Resistor/ B= PTO switch
* PTO switch is pushed in/off
* jumped solenoid and engine starts with ignition switch off or on.

I am stymied, so what's next, any ideas?
