D4 cat still won't wake

Stu Saga continues...diesel still doesn't start but what I just realized is that the rack moves(at full throtle) only to half which in my manual is the idle position...can move it a bit more with fingers. Have disconnected linkage to operators station; no difference.Now questioning governor.Thanks!
