Catepillar D8 throttle sticking-linkage catching

ogburn I'm having a problem with the throttle linkage catching on a D8 from the mid-1960's. I removed the cover to the lower right of the fuel filter and see that there is a small spring-load cylinder that catches the linkage. If I press this in, I can operate anywhere from about 1/4 throttle to full thottle. As soon as I go below about 1/4 throttle, the linkage gets caught and won't go back past without removing the cover and pressing this catch again. Does anyone know the purpose of this catch? Is it supposed to be on a vacuum to pull it in acertain times? Or is the linkage bent such that it was never supposed to go past this point? Thanks, RO
catmech please give a serial number like 46a********!
ogburn Thanks for the response. The serial number for this machine is 46A3599.
