1960 Case 440 - hunting idle problems

Cam Thiessen My 1960 Case 440 won't idle properly. The governor is constantly hunting, revving up then down. When I throttle up the rpms will increase but once the load is increased (going uphill) the rpm drops off and there's very little power. I have checked all of the linkage to and from the governor and I suspect it's a problem with the governor springs but I have no idea what size/type of spring to use. Does anyone have any suggestions? I appreciate any advice I can get, thanks
