t816 allis running too rich?

ld i have an allis chalmers t816 with a 16hp briggs. it runs great, but every time i shut it off, it backfires. i changed the air cleaner and plugs, and when i looked at the old plugs, they had white crusty stuff on them. if it's warm, and i shut it off, it won't start back up, but it starts fine when it's cool.
my question is, do you think this is a carbeurator adjustment problem? i know where the screw is, but i don't know which way to turn it for lean, and which way for rich. i haven't done anything to the adjustment yet.
any information would be greatly appreciated. thanks!

John Stout screw the ajustment in to lean it out. and i also wanted to know if you would happen to know the size of your belt on your deck i have a 48 inch cant find the size but to ajust the carb. turn them all the way in come out with 1 1/4 turns and go from there
Ivan The Belt is a 1/2" X 126" Simplicity part# 1703466 or 1665638 But I usually try to find a PIX belt as they work just as good, but are much cheaper
