That engine was designed for 85-87 octane fuel , any higher octane and it will not burn clean and make the problem worse. Choose a hotter plug to see if the problem lessens. High octane fuel is only for high compression engines, which the TO-35 is not.
Also could the carburetor be adjusted too rich or is it burning oil? One more thing make sure the points adjustment and timing setting is correct.
