Your second clutch is not properly adjusted.
To test fully engage clutch to the floor, set trottle to min and as you try to push PTO lever into gear pull out engine stopper. As engine stops, the PTO should slip into gear and be fully engaged when you restart the engine.
Let me know what happens and we will take to next stage.
