MF135 will tick over but will not rev up ?

My 1968 MF135 will not rev up ?

Changed the fuel filters and made no difference ?

Notice that if I open the air bleeder on side of injector pump that it will rev up fully (pure diesel only comes out).

When I then revert to tick over - it will not rev up again without opening air bleeder? Suspect defect injector pump ?
