it could be so many things
this is elementary but, to run the old motor needs the following: compression, spark and fuel at the correct time and quanity.
1. do a compression test on motor, if the 2 cyl you mentioned are way down you have to get that fixed first.
2. most old carb have a filter on the inline connedtion to the carb at the elbow, have you check that filter.
3. be sure you have a tractor gas cap, not a car gas cap, a car cap will hold vac and starve you carb. when it starts to bogg down open gas cap and see if you get a input of air to tank.
4 do a complete tuneup using proper Napa parts not some cheap junk parts. Note I said a complete tuneup including replacing coil and wires. Then retime engine. you must know all parts are good.
5. run a can of seafoam in tank of fuel
6. after doing all this, with engine warm, put in higher gear then press on brakes, if governor is working proper engine should speed up and open carb for more power.
open high speed or power screw 1/8 turn until engine takes gas good.
about all i know to get you started, this should keep you busy for a while.
