I have a 255, but I think it's the same. The power steering pump is at the front right of the engine, gear driven off the timing gears.
The steering in hydrostatic, with the engine off, the steering wheel is free and when it doesn't work, you have no steering.
The first thing I would check if the fluid level, there is a hex plug on the side of the steering pump, the pump body is the fluid tank.
