Using the choke is a perfect sign of not getting enough gas.
If the gas filter is an inline aftermarket type filter that did not come on the traqctor try bypassing it. If you get the wrong filter with the wrong flow rate air can build up in them and cause the gas to flow slower.
If you have a main jet {High Speed} on that carburetor that you can adjust try opening it up a 1/4 turn and see what happens.
