Sorry Jason i forgot the position control not working. The fact that the draft lever will operate the lift means the pump is working and probably the control and relief valve ok, so it would appear to be a problem in the lever and/or the linkage, i presume you have looked under the quadrant to see if the lever is moving the PC tube on the shaft, there is a small key in the cover that connects the tube to the linkage which may have sheared in your efforts to free it up or something frozen or broke in the linkage itself, which ever the case it involves removing the cover to gain access. Yes the cover is all one large unit and weighs in the region of 200lbs !! Dont attempt to remove it before first disconnecting the linkage from the control valve, i would highly recommend a service manual to guide you through this and help with resetting the linkage.
