have heard of someone, taking air inlet hose off to carb.
start tractor get it up to about 2/3 full rpm then put you hand over air inlet to carb. Let motor choke down until it almost quits, then release hand.
this action causes a very high vacuum on carb and can suck debris out of carb.
if this does not work then give it a good tuneup, insure timing is correct and go from there. many time rough idle in cause by electrial system.
will it run good at high speed, if so, get it out and warm it up for about 1 hr with bushhog or turning plow.
add 1 or 2 cans of seafoam fuel system cleaner.
check for vac leaks.
many things can cause rough idle.
