What it sounds like is you have air in the system. What to do is bleed the system from the beginning to the end. Prime the lift pump, bleed air out of the filters and injector pump. Then pump the lift pump until you feel back pressure, crack open one injector at a time and turn the motor over until you get solid fuel, Close the injector, move to the next one.
On my tractor, there has been times that I have had to do the process 2-3 times before all the air is out. Hope this will get you going.
