we had a case backhoe, 530 that did the same thing. A power steer pump seal is bad in the back of the pump and lets the oil return to the crankcase.
Of course we are rednecks, so instead of fixing the problem (very expensive on a old little used backhoe) we just used tractor motor oil in power steering pump, from time to time we would drain 1 qt out of motor and pour it back into power steering pump,
worked for years and was still working that way when old unit was traded off.
