No the brakes are not locked together and they don't seem to be dragging. They operate normally.
Now what I just found out today from the dealer is we should engage the diff. lock and drive forward and then put it in reverse and hit the pedal again and make sure is releases. Try that a couple of times, he said, and it should work.
