If it is engaged you will have a hard time turning left or right,.. it will almost try to skid the front wheels. If it feels like it wants to slow the tractor when you depress the clutch, or drags,.. to me sounds like a brake is hanging up,.. but of course that will pull either left or right,.. are both brakes locked together?
