It ain't too hard of a job. Remove wheel and brake drum, unbolt and slide axle out. There is an inner and outer seal, the inner just slides off but the outer seal is behind the bearing and bearing retainer, this retainer is "shrunk" on and has to be cut off and a new one installed, unless you have the means to do this take the axle to a machine shop and have them do it. Sorry cain't help on the govenor.
