Left wheel seal leaking and bad governor

I have a rear seal leaking on left wheel and was wondering how hard it is to repair. Also the governor doesn't work and was wondering if it is hard to replace or even if that is what's wrong with it. It won't rev. up when you get it under a load. I have a 135 Massey Ferguson.
